Welcome to this the 2011 Vision Appliances Pacemaker Road Rally.

We would like to extend to all current and earlier organisors of the “Pacemaker” our sincere thanks for the tremendous efforts you have put into the event to make it one of the most enjoyed in Wales – as confirmed by its multi award winning status.

Your hard work is very much appreciated by your Motor Club and we are sure by the competitors.

Welcome to the 2011 Pacemaker Road Rally, organised By Knighton M.C. Ltd.

We are indebted to all our sponsors for their support especially Vision Appliances for being our main sponsor.

The Pacemaker will be used as a round of the AWMMC, WBCC & WAMC championships. Whether you are contesting a championship or not we thank you for your support, and hope to offer you a night of no nonsense sport.

This year’s route will consist of approximately 110 miles on classic lanes on 126 and 137 maps. There will be no plot and bash and no tricks, just straight forward sport. For a smooth running event it’s a condition of entry that you supply a marshal - who stays at their control for the allotted time.

NO MARSHAL -  NO START.

We will be donating £2.50 of every entry to local Air Ambulance Charities. Last year we raised £400.00 for these worthy charities.

We look forward to seeing  you at the start and hopefully the finish.

SUPPLEMENTARY REGULATIONS                                                                       

 

 1. ANNOUNCEMENT.

Knighton Motor Club Ltd will organise a National B Road Rally on 9th/10th July 2011.

2. JURISDICTION

 

This meeting will be governed by the General Regulations of the MSA, (incorpo­rating the provisions of the International Sporting Code of the F.I.A.), these Supplementary Regulations and any written instructions that the organising club may issue for the event.

 

3. AUTHORISATION

4. ELIGIBILITY

 

The Event is open to: ­

 

All fully elected members of the organising club or members of clubs affiliated to the Welsh Association of Motor Clubs & the Association of West Midlands Car Clubs.

All competitors must produce a valid MSA Competition License and Club Membership Card as appropriate for inspection at Signing On.

NO 4X4/TURBOCHARGED CARS WILL BE ALLOWED TO START THIS EVENT.

 

5. ROUTE

 

Start

The start and finish of the event will be at Bishops Castle. OS Map numbers 126, 137.(1:50,000) latest edition will be required. Scrutineering starts at 17.30 and individual times will be notified in the final instructions. Any competitor not signed on by 21.00 may be refused to start, and their entry offered to a reserve. The first car starts at approx 23.15 and finish at 03.30. Crews failing any of these will not be allowed to start.

 

Finish

The Results will be posted and awards presented at the finish venue.

 

The total mileage will be about 110 miles on metalled and unmetalled roads.

 

Cars will start at one-minute intervals.

 

Competitors will be identified by two rally plates supplied by the organisers, and these must be fixed to the near side window and the rear of the vehicle as per R.6.1 and R6.1.1. These must be removed upon completion of the event or on retirement. ­It is the competitor's responsibility to ensure plates are legible throughout the event.

 

Competitors should ensure that they carry enough fuel to travel approximately 70 miles.

 

Entrants will be supplied with a Rally Pack after the production of a satisfactorily completed Process Card, which will provide all the information necessary to enable competitors to comply with R2.3.2,  R33.1.1-R33.1.9, R26.1-R26.10.4, R9.1-R9.2.3.

 

Before, during and after the competition, official notices may be displayed and every competitor shall be deemed to have read all such notices, and if applicable they shall have the force of these regulations.

 

Ordnance Survey Maps Numbers 126, 137 (1 :50,000) will be required. The route for the whole event will be clearly defined by map references; and/or written instructions and/or other information to allow competitors to comply with R2.3.2, R33.1, R26.1-26.10.4.

 

Any Notice displayed at the Start or en route bearing the signature of the Clerk of the Course or Deputy Clerk of the Course shall have the same authority as these Supplementary Regulations.

 

All the organisers times and mileages shall be deemed to be correct, having been established according to R6.2-R6.2.9.

All organisers road signs are mandatory e.g. NO, CARE, QUIET, Etc.

 

Due to spectator problems, ANY competitor found to be divulging route informa­tion to non-competitors will be EXCLUDED.

 

6.CLASSES

 

The event will consist of 4 classes as follows:-

 

CLASS 1 MASTERS - Any crew member having finished 1st O/A in the last 5 years in a National ‘B’ Road Rally.

 

CLASS 2 - Experts

Either member of the crew having finished in the top 10 of a National B Restricted or higher status event or the top 5 of a clubmans rally.

 

CLASS 3 - Semi Experts

All crews not eligible for the other two classes.

 

CLASS 4 - Novices

Neither member of the crew having won an award on a road event, excluding 12 cars.

 

Note:­

 

a) Competitors eligible for two or more classes must enter the higher class

 

b) Competitors who have not won an overall or class award since 1st November 2002, may if they so wish, enter the next class down to which they would other­wise be eligible.

 

c) Crews may be re-classified at the discretion of the organisers.

 

d) Entries accepted without any seeding information will run at the rear of the class  entered.

 

e) No discussion will be entered into regarding seeding. Penalty exclusion YOU HAVE BEEN WARNED.

 

 

 

7. ENTRIES

 

The entry list opens on publication of these Regulations. Entries will be received on a first come first served basis. The Entry Fee is £90. If vacancies are available entries will be accepted up to 19:00 on the 9th July 2011. All entries must be made on the offi­cial entry form and accompanied by the appropriate fee. Post-dated cheques will not be acceptable.

Any entries made after the 1st of July must be paid in full with cash only.

 

 

The maximum entry for the meeting is 75 plus 20 reserves, the minimum is 40. The maximum number of entries per class is 50 and the minimum 5. Should any of the minimum figures not be reached, the organisers reserve the right to cancel the meeting or amalgamate classes as necessary.

 

 

Any entry containing a false or incorrect statement shall be null and void, and the entrant deemed to be guilty of a breach of the General Competition Rules of the MSA. The entry fee may be forfeited in accordance with A45. The organisers may conduct random checks to establish the validity of all or some of the infor­mation contained on the entry form.

 

Any reserve who withdraws after being offered a vacant place may be refunded at the organisers' discretion. Any reserve not offered a vacant place will be refund­ed in full.

 

Cancelled entries must be made in writing - no verbal cancellations will be accept­ed. They will be taken in order of receipt by reference to the postmark. Refunds may be made at the organisers' discretion, but in any event, a £15 administration fee will be retained.

 

 

It is a condition of entry that competitors must provide at least one marshal. Failure to pro­vide a marshal or their failure to man their control for the duration of the event will result in the exclusion of that crew and no refund of entry fee. Please be aware NO MARSHAL - NO START.

The organisers reserve the right to alter, amend or add to the Awards List. The overall winner is not eligible for class awards. All perpetual trophies are the prop­erty of Knighton Motor Club Limited and must be returned after 11 months or sooner upon request.

 

 

 

 

 

 

 

11. RESULTS

 

Assessment of performance will be decided firstly by the number of fails, then by the number of time penalties. Ties will be decided in favour of the furthest clean and then the smallest engine capacity.

 

 

 

 

 

'The organisers reserve the right to cancel sections from the results if they deem it fairer to do so, "Force Majeur" etc., not withstanding. Time Controls at which, in the organisers' opinion, inaccurate times may have been given to competitors shall be considered as either Passage controls or Route Checks.   

 

 

12 G.C.R Modifications

 

All other General Regulations of the MSA apply as written except for the follow­ing, which are modified:

 

R12.8.1-R12.8.3 Certain sections of the route will be timed to an accuracy of less than one minute.

 

R2.3.3 Secret Checks may be established without prior notice, e.g. at Give Ways etc., to ensure compliance with the route.

 

R6.3 Any notice displayed at the Start or en route bearing the signature of the Clerk of the Course or of Deputy Clerk of the Course shall have the same author­ity as these SR's. It is the competitors' responsibility to note any information dis­played at the start.

 

R9.1.1-R9.1.2 Give Ways will be used to define the route.

 

 

R15.1-R15.1.2 be classified as a finisher, a competitor must report to and receive a sig­nature

 at the following: -                                                                      .

a) More than two thirds of the controls listed on the Route Information                            

b) All Main Controls

c) Damage Control

d) All Noise Checks

 

Within their maximum permitted lateness and in the car in which they entered the event.

 

R12.2.7 Maximum lateness for Classes 1, 2 & 3 will be 30 minutes and 59 seconds, and 45 minutes and 59 seconds for Class 4.

 

R12.6-R12.6.1 Competitors may be required to reduce lateness at certain locations en route.

 

R9.1.3-R9.1.4 All competitors will be required to STOP at all junctions approached on roads controlled by Give Way signs and at places specified on the route Information. Judges of Fact will man a number of these locations.

 

 

13. PENALTIES

 

Performance will be assessed on the Fail System as R13 and modified as fol­lows:­

 

a) Not reporting at or providing proof of visiting a Main Control or reporting after maximum permitted lateness.

 

EXCLUSION

 

b) Not reporting at or providing proof of visiting a Time Control, Passage Control, Via, Manned Secret check or Route check  1 Fail per offence

 

c) Failure to Stop at a Halt Sign, Give Way sign or at a junction specified in the route card R9.1.3-4                EXCLUSION

 

d) Wrong Approach to or Depart from a Time or Passage Control, Secret Check, Via or Give Way check      1 Fail per offence

 

e) Passing through a control twice or more (unless the Route Information instructs you to do so)

f) Entering an area designated as Out of Bounds.

14. SCRUTINEERING

 

Scrutineering will be in compliance with the Road Traffic Act, General Regulations Section C and Technical Regulations J(b7 and R18.1-20.1. Cars will also be required to undergo a 0.5 metre noise test, if over 98dba is registered at 2/3 engine speed on the noise meter; they will not be permitted to start (J(b)24, R4.1-R4.1.3, R8.5-R8.5.2) Noise checks may also be performed en route. Crews failing either noise test or scruti­neering will not be permitted to start and will not be refunded their entry fee.

 

 

 

Close attention will be paid to the following at scrutineering.

 

 

Tyres must be legal at all times and comply with R18.4-R18.4.3.

 No loose items within the vehicle

  Throttle linkage must be in good order and to specification.

  A maximum of two spare wheels must be securely located

  A red reflective Warning triangle must be carried.                                                               

 A first aid kit must be carried

. Road fund license (tax disc)

. MOT Certificate must be produced                                                                                                   Vehicle Registration Document must be produced 

If a vehicle is hired or borrowed a letter of consent from the owner must be sup­plied

Bodywork and paint-work must be in good serviceable order.                                                  

Air filters must be fitted

All vehicles must carry a small spill kit complying with J.5.20.13.  (R46.1.5)

 

 

No radio transmitting devices are permitted except that in the interests of safety

 

Mobile Phones may be carried but must remain switched OFF during the event

 

 

15. CONTROLS

 

There will be several types of control, Main Control, Time Control, Passage Control, Route Checks, Secret Check and Intermediate Regularity Controls. Controls will be defined as follows:­-

 

 

RS-      Regularity Start Control

RF-       Regularity Finish Control

RITC-   Regularity Intermediate Control

SS – Standard Start

SF – Standard Finish

SITC - Intermediate Time Control

MC - Main Control

PC - Passage Control

Via - Via Control

SC - Secret Check

RC - Route Check

At each Main and Time Control the marshal will enter the time shown on the con­trol clock and sign in the appropriate place on the time card. At Passage Controls the marshal will only sign the PC & RC card in the appropriate place.

 

Some controls or checks may not be manned; these may be represented by a Code Board. Competitors must note the letters and/or numbers displayed on these boards in the correct format and record them in the relevant place on their timecard before proceeding. The marshal at the next Time or Passage Control must endorse the code.

 

A Control Board will indicate all controls 50 yards ahead on the correct direction of approach. They must be visited in the order specified in the route information. Any controls visited out of order will be deemed not to have been visited.

 

Sections of the route may include NOT AS MAP triangles that will have a Control area of 3 metres. They will be identified in the route information and preceded by a control board on the correct direction of approach.

 

Should any entry on a time card not be legible or not appear authentic, it may be deemed not to have been made. In the case of all controls reference will be made to marshals' check sheets or by other means.

 

It is not the duty of any marshal to interpret Regulations or other written instruc­tions to a competitor or to explain the meaning and/or effect thereof. It is the responsibility of competitors to read and understand these regulations and all writ­ten instructions.

Controls will open 15 minutes before the due time of the first car, and close 45 minutes and 59 seconds after the last car is due – R11.1-R11.1.1

 

A competitor who causes ANY form of harassment to a marshal or any other offi­cial or who remains in a control area after an instruction to depart, will be report­ed to the Stewards of the Meeting. The organisers reserve the right to exclude any such competitor.

 

An altered, amended or countersigned Time Card will be accepted if it is counter­signed by the marshal at the time of alteration. It is the competitors' responsibility to ensure that his time card is correctly marked - COMPETITORS WILL BE EXCLUDED FOR DEFACING OR ALTERING A TIME CARD

 

 

 

 

16. TIMING

 

The event will use the scheduled timing method. Timing will be to GMT (BBC Time) and by marshals' digital clocks. All crews are advised to carry an accurate digital watch with them on the event.

 

There will be three types of section.

 

REGULARITY SECTION

This is a section where time penalties will be applied for being early or late. The section will be run at an average speed of 30mph. Timing at RITC’S and RFC will be when the COMPETITOR PASSES THE CONTROL BOARD. You may go in and wait at a Regularity start

 

 

 

 

 

STANDARD SECTION

This is a section where time penalties will be applied for being early or late. The section will be run at an average speed of 30mph. Timing at  start controls, TC’s and finish controls will be when the TIME CARD IS PRESENTED TO THE MARSHAL and not the time of entering the control area.

 

 

 

 

NEUTRAL SECTION

These are deemed QUIET sections and are used to take the rally through PR sensitive or densely populated areas. PLEASE RESPECT THEM. They are timed at a low average speed and competitors must complete the section in as high a gear as possible. Competitors MUST NOT make up time in these sections, and no penalty will be incurred for lateness other than for exceeding maximum late­ness. Any lateness incurred in these sections will be cumulative towards Maximum Lateness.

 

 

Competitors may be instructed to reduce lateness en route.

 

A competitor who wishes may miss a control or controls. He will be penalized in accordance with R13 for every control missed. If he rejoins the route at a control at the end of a competitive section he will be permitted to restart without further penalty at any time between his original scheduled time and his maximum per­mitted lateness. This maximum permitted lateness time still being in relation to his original scheduled time. If the rejoining control is at the end of a neutral section, he will only be permitted to restart without further penalty at his official corrected time taken at the last control at which he reported within maximum lateness.

 

Competitors late at one control may be the equivalent amount late at succeeding controls without further penalty provided maximum lateness is not exceeded.

 

Where a control at the end of a section timed to the second also forms the start of a section timed to the minute, the departure will be taken as the time of arrival but to the preceding whole minute (i.e. the seconds will be ignored). This will be in accordance with R12.4.3, R12.5-R12.5.1

 

17. INSURANCE

Motor Sport Risk Services

The Club has applied to Lockton for a Blanket Cover Note under the above scheme. This will provide competitors who need to use the scheme with the Third Party Cover necessary to meet RTA requirements on the road sections of the event.

 

The basic rate for the Event (before any Loadings) will be £30.10

 

All New applicants wishing to use the Scheme must be able to comply with all points of the Lockton’s  Declaration:-

 

* Over 21 and held a full license for at least 6 months.

* Not more than 1 Fault Accident in last 3 Years.

* No more than a Maximum of 6 speeding points on license.                                                   

* No physical or mental disabilities.

* No other material facts.

 

If you comply with all points above - No Letter of Acceptance is required.

 

If unable to comply with any of the above points complete the Declaration Form itself and forward either to the Club or direct to Lockton prior to the Event to allow sufficient time for Letter of Acceptance to be issued. Faxed copies are acceptable.

18. DAMAGE DECLARATION

 

Competitors will be required to complete and sign a report declaring that they have not been involved in any incident resulting in damage to private property or injury to persons or animals, or alternatively give details of any such incident. Any information given will incur no penalty, but failure to provide a completed form at the finish or within 48 hours for non finishers, or falsifying a declaration will result in exclusion from the results. Where an accident has occurred the organisers must be notified on the day of the event.

 

Competitors who retire shall be required to submit the form within 48 hours to the Entries Secretary giving the location and reason for retirement (R15.1.2)

 

Competitors will be expected to contribute towards the costs or claims incurred in respect of damage caused to property. It is a condition of signing the entry form and the MSA Signing-on forms at the start that competitors accept this clause.

 

19. PACE NOTES

 

The use of pace notes or map markings is forbidden. Navigation on the event must only be carried out by the use of OS maps 126, 137 only. Any other form of navi­gation will be classed as pace notes. A pace note will be defined as per R9.1.5-6 and any marking (s) on the map not provided by the organisers.                                           

 Any competitor found in possession of such map markings/pace notes will be excluded. There will be an initial map check at signing on and thereafter random checks throughout the course of the event.

 

At the organisers discretion any competitor observed on the route prior to the event may not be permitted to start.

 

 

20. DRIVING STANDARDS OBSERVERS

 

DSO's may be appointed by the organisers in accordance with B83 to B86 and R8.2-R8.5.2. Failure to stop when requested by a DSO will incur the penalty of EXCLUSION. Details of DSO's will be displayed at Documentation.

 

21. SERVICE

 

Service will not be permitted at any time during the duration of the event, except by the crew working on their own car. This also applies at any halt. The penalty for infringement will be EXCLUSION. However, competitors may work unaided, and may borrow tools from the proprietor of a halt, or borrow from fellow event competitors only - not from spectators and the general public.

 

 

22. PHOTOGRAPHER

Duncan Littler of Speedsports will be the official Photographer.

 

 

23 WHEELS AND TYRES – Are free but must fit within the standard unmodified wheel arch (K22.3.1). Tyres must be ECE 30’E’ or ‘e’ marked OR be marked ‘for competition use only’ or ‘for rally use’.

Tyres marked ‘for racing purposes only’ are prohibited. Remoulded tyres must be marked ‘Remould’ or ‘Retread’ and carry the BS AU144e mark. They must meet the statutory tread depth requirements at all times.

The legal requirements concerning tyres is that they should have a minimum of 1.6mm depth of tread over 75% of the tread width for the full circumference of the tyre and the tyres should be ‘Fit for purpose’. There is no laid down requirement for a minimum percentage of void area for the tread pattern but as a point of information the FIA refers to the figure of 17% minimum. The term ‘Fit for purpose’ is open to interpretation and any individual case is going to be subject to assessment ultimately by a court of law. There is an argument that if a car is participating in a road rally  then this is a competition and thus tyres marked ‘For Competition Purposes Only’ are ‘Fit for Purpose’. This MAY or MAY NOT be so, and if you are involved in an accident either on your way to the start of, or after completing or retiring from such a rally, a court may deem that the tyres were not fit for purpose. It is very much a grey area although we suggest that whatever the circumstances tyres marked ‘For Racing Only’ are unlikely to be accepted as fit for purpose if used on public highway.

 

It is to be noted that whereas in many countries the legal requirements is that cars must be equipped with ’e’ marked tyres, in the UK the only limitation extends to the sale of tyres for highway use. Thus to use non ‘e’ marked tyres on the public highway is not illegal provided they are fit for purpose and meet the minimum tread requirement as noted above.

 

Scrutineers responsibilities extend only to carrying out such checks as are practical concerning compliance with MSA regulations. Whether or not a car is road legal is entirely the competitor’s responsibility.

 

The MSA cannot advise whether tyres marked ‘For Competition Use Only’ or similar, are fit for purpose, or otherwise. You may like to reflect on the point that should a court decide that such tyres are not fit for purpose then potentially this could result in you being awarded 12 points on your licence, a fact that may limit your driving activities.
